Your Specific Responsibilities:

This position is an International Board-Certified Lactation Consultant (IBCLC) that provides specialized and advanced breastfeeding management, direct breastfeeding services and assessment of the mother-baby dyad and management of the breast pump loan program for Florida Department of Health in Miami-Dade County WIC Program. The incumbent provides services for the WIC Program in accordance with DHM 150-24, and the FL-WISE User's Manual. Incumbent is responsible to follow and adhere to all rules, regulations, policies, and procedures of the Florida Department of Health (FL-DOH) and the WIC and Nutrition Program. The incumbent in this position will have the authorized "need to know" access to confidential WIC client records, and the FL-WISE data system. Assignments of Duty Station, hours and days worked may vary based on agency/unit needs.

 

Provides IBCLC services to WIC participants regarding advanced breastfeeding management issues and those participating in the breast pump loan program. Responsible for coordination, planning and management of client, family and staff education utilizing evidence-based breastfeeding information. Assesses client's breastfeeding status and determines health care needs and appropriate action to be taken. Counsels and provides guidance and recommendations based on client screening, interpretation of the data, physical examination and the client's mental, emotional, cultural and social circumstances. Adheres to the latest Code of Professional Conduct and Scope of Practice for IBCLCs of the International Board of Lactation Consultant Examiners.

 

Documents findings and recommendations for all participants in the client record and/or other appropriate documentation as per WIC guidelines. Plans, documents, and implements breastfeeding care plans for participants following established breastfeeding policies and procedures for contact and follow-up. Maintains open lines of communication and coordinates breastfeeding services with other WIC unit staff and community organizations.

Collaborates and consults with client's health care team, IBCLCs and BFPCs to address breastfeeding findings to ensure continuity of care. Provides appropriate referrals as required.

 

Manages breast pump loan program. Receives and processes referrals from WIC staff and outside organizations. Assesses need and processes WIC participant request within 24 hours to determine eligibility and validity. Tracks, organizes and maintains equipment. Coordinates plan of care and assures accurate breastfeeding information as it relates to pumping and quality control. Schedules pump issuance appointments, conducts surveys and maintains database. Monitors and evaluates client's breast pump usage on a weekly and/or monthly basis by conducting time sensitive follow-up per agency policy. Provides IBCLC services as needed to infants transitioning from hospital to home.

 

Manages breastfeeding equipment processes and ensures methods are efficient and effective. Develops and maintains protocol and procedures for breast pump loan and devices. Conducts weekly and/or monthly inventory of all breastfeeding equipment located at all units as required by agency policy. Reviews protocols annually and amends as needed in accordance with OHM 150-24, and the FL-WISE User's Manual. Investigates discrepancies in reports, records and confers with clients and personnel to ensure accuracy and compliance with Pump Loan and Equipment Policies and Procedures. Analyzes data to maintain adequate equipment inventories. Organizes and arranges for delivery and storage of supplies and equipment. Maintains adequate inventory levels throughout the agency. Assess equipment for functionality. Removes and returns equipment that is determined to be ineffective and/or inoperable.

 

Independently prepares and maintains summary reports for breast pump loan program based on number/type of pumps used, type of use, referral, length of time it takes to receive service and other pertinent information regarding breast pump loan program.

 

Responsible for departmental maintenance and organization consisting of but not limited to: properly disinfect and prepare breast pumps for reuse within 5 days of return. Ensure that department surroundings and/or work areas are in order and maintained for safety and organizational purposes.

 

Assist in the maintenance of the WIC Breastfeeding Helpline during official operating hours, nights, weekends and/or holidays. Return client calls within time frame determined by the WIC Program. Properly screen and assess client's breastfeeding need using FL-WiSE computer system. Provide support through personal interaction, information on aspects of normal breastfeeding, anticipatory guidance to reduce the occurrence of problems, and/or additional information on resources of help. Counsel callers using research-based information to assist mother in the prevention and occurrence of common breastfeeding concerns. Identify and provide appropriate referral and follow-up with accurate documentation in the client's electronic record per established protocols.

 

Provide ongoing technical assistant and training to WIG employees on breast pump program policies, procedures and

equipment.

 

Breast pump program community liaison to local hospitals and community organizations. Participates in Outreach activities including but not limited to Health Fairs, DOH Events, community programs, contacting healthcare professionals, contacting potential WIG clients, attending outreach activities, scheduling and rescheduling client appointments, and other outreach activities as assigned.

 

Operates FL-WISE Computer System, scanners, pin pads, and network printers, and electronic databases i.e., Formula Tracking.

 

Attends all WIG Program, Florida Health in Miami Dade County, Florida Health and other meetings or conferences as assigned. Participates in mandatory meetings and in-service trainings.

 

Ensures accurate completion and timely submission of all administrative records including but not limited to: EARs, timesheets, leave requests, travel, monthly reports, SERVFL, Train Florida, etc. Email communications must be maintained on daily basis.

 

Performs other related duties as assigned. Adheres to assigned work duties as designated by supervisor.

Qualifications:

Minimum –

This position requires current certification as an International Board-Certified Lactation Consultant (IBCLC) certified by the International Board of Lactation Consultant Examiners (IBLCE).

Preferred –

Incumbent in this position is preferred to be bilingual in English/Spanish or English/Creole.
